Dalton, GA — The Floor Covering Education Foundation (FCEF) proudly announces its participation in sponsoring and supporting the Employer-Directed Skills Act, reintroduced by
U.S. Senator Ted Budd (R-N.C.) and co-sponsored by Senator Bill Cassidy (R-La.). This legislation represents an important step toward modernizing workforce development by empowering employers to
take a direct role in skills training and workforce alignment nationwide.
The Employer-Directed Skills Act is designed to streamline employer access to Workforce Innovation and Opportunity Act (WIOA) programs. The bill enables employers to identify prospective employees
for training, select or design industry-relevant skills programs, and access workforce funding to help offset training costs. By removing barriers and strengthening employer engagement, the
legislation aims to better connect jobseekers with high-demand career pathways.
“Employers are best positioned to identify the specific skills needed in today’s economy,” said Kaye Whitener, Executive Director of FCEF. “FCEF strongly supports the Employer-Directed Skills Act
because it aligns industry needs with education and workforce training, strengthens career pathways, and helps create sustainable, high-quality job opportunities for individuals entering the
skilled trades.”
The legislation seeks to:
- Allow employers to recruit and train workers with the specific skills needed in high-demand sectors.
- Provide partial reimbursements to participating employers for approved training costs.
- Encourage stronger collaboration between workforce boards and employer-led training initiatives.
As a national nonprofit dedicated to recruiting new talent, supporting education, and facilitating job placement within the flooring industry, FCEF views this legislation as a meaningful advancement for the skilled trades.
